I'm pretty sure I make more than they were offering(over qualified) and that was a factor. aka they can hire someone outside the company for less.

:roll; I think your reading too deep into that canned rejection note. I followed up with hiring manager to get more feedback on how I can beef up my resume to be a better candidate. Maybe he will indicate you are right, maybe he will support my belief I make to much.
