I don't travel enough to know, but I question the whole concept of mandating driver's licenses. Near as I can tell, the only requirement is a pulse, and that may even be a soft requirement. Just smack prospective drivers on the ass, wave, and yell "Have fun!". There wouldn't be a meaningful difference than what we have now.
