I'm studying that photo...it's definitely a Photoshop overlay. You can make out distinct leg muscles, knees, heels, shoulders, arms, etc.
 
Edit: wait, that's not a swimming pool. Might be set up on purpose from a well or something, no lakes or rivers nearby maybe?
The firefighters call them pumpkins. They set them up specifically for helicopter bucket work. They are fed by a well if possible. If not then water pumped from creeks or filled by water tender. They are self supporting in that the pressure of water pushes against the walls and keeps them standing.

it's on a fire hydrant with a valve on it just like a toilet. it will be full again before he gets back. Notice how well engineered it is it's barely big enough deep enough to fill that bucket.
