That boat looks neglected, I think that's pretty common in some areas, also on docks. They know they're big enough they don't have to worry about us, but they still don't want to get too close. Even though they're getting bolder like other species with a lot of contact with humans, I bet a single person could canoe by to shoo them off. And if those were leopard seals somehow then I'd say 'Keep It, sorry to bother you guys' as I paddled briskly in the opposite direction. Those things are freaky as hell.
Anyway, I know zoology isn't a stressed in middle/highschool, and not everyone has experience with the oceans, but c'mon people. Quit being lazy, 5 seconds of google to be correct is too much effort? (not you zorba)
