The parenthesis are 1st and it then becomes 6 / 2 * 3, which makes the correct answer 9, like you said.

For the answer to be 1, the original formula had to be like this: 6 / [2 (2+1)].
Do the parenthesis go away as soon as you complete 2+1?
 
Dividing and multiplying at the same time is ok because it doesn't matter.
if diving is too confusing for you, just multiply by the reciprocal.
If subtracting is too difficult, just add the negative. Theres always a better way to do things.

a and b. Within the parenthesis and 2(3) is the same as 2*3. What shorty said.

it is only for inside the brackets (parenthesis).

I think the confusion can also relate to "distribution" or "factoring out/in" of parenthesis. Of course, this is more related to formulas in geometry level stuff, but I guess some confuse the 2 being next to the parenthesis as "being a part" of the parenthesis portion since it's implied multiplication instead of having an * inbetween.
