I thought high stick was above the waistline, which this seems to be...not to mention this is also at the goalie's head? How was that legal?

For playing the puck (not a shot, away from net), it's shoulder height. For shots / deflections on net, you can't be touching the puck above the crossbar (4' high). Tucking it in under the bar is fine. Smacking the goalie slightly in the head was incidental.
