It doesn't appear as badly goofed when you see more of it. Consider this:

The kids, when walking into the wind, and closer to the street, appear to struggle just about as much but they have the benefit of leaning forward into the wind as opposed to hunching over with their back to the wind. And that might just be a building which would be creating an extensive wind shadow, which is why they only appear to really struggle when closer to the street.
The wind is really whipping.
