I'm confused as to why there are two #38s, so I'd randomly kill one of those first
One is a turkey vulture crashing the barbecue.
Real reason: The birds are given three digit numbers but three digits would require larger tags or smaller numbers which would be hard to read. The tag color represents the first digit.
