This is due to the quantum nature of der kittehs. Just like an electron needs a certain amount of energy to make the quantum jump from one orbital to the next, so too you can have one or two cats and not reach the level of crazy you need to jump to the next level. But with 3 kittehs . . . .

After that, the only issue is how far from the nucleus (normal) you've traveled. The level increases with the cube of the number of kittehs.

When a ship is leaving its home port for another lengthy port stay somewhere else. The carrier I was on (USS Saratoga) was home ported in Florida, but scheduled for a year in the Philly shipyards. They took our personal vehicles as a service to the crew.

You also sign a wavier that "if" events dictate, they can deep six your vehicle.
