You jerks! I parked my Smart like that to spite the jerks who double parked their bigger vehicles, but then they left and made me look like the jerk to bait you jerks. Karma?
 
How the hell did they level that axis?

It's just a vehicle axle that's been rotated up roughly 90* and had bars for a hitch welded to it. The chair is welded to the pinion so when the tires spin it spins the axle shafts, which spin the ring gear, which rotates the pinion.
