Hope that guy wasn't using the dashcam to pull a "see brakes and just pull quickly to the right without braking" to see the carnage that occurs.

People have been doing this a lot on I95 here lately. No sign of brakes and just pull to the left or right shoulder instead.

It does look like he came to a complete stop in this case.

But I see what you are saying, if he just swerved and kept going on the shoulder the guy behind would not really know what is going on. This would be true especially if the car was large like an SUV or truck and the car behind cannot see the traffic ahead.

I hate SUVs that have fully dark tinted rear windows. You can't see what is ahead of them at all. I usually change lanes as soon as possible to avoid being behind one.

Those that do this still end up stopping. I am seeing a trend of those that don't even use their brakes but just go left or right onto the shoulder and then merge back in.

If a driver wants to look through the vehicle in front of them to see ahead, they need to increase following distance. And don't start with that "I'll never get to where I'm going if I fall back because everyone else will fill the space.". Bullshit. I keep at least two seconds of distance and somehow manage to arrive at every destination.
