So your position is that a child, sitting on the aisle on a bus, unrestrained, when the bus goes from 20 MPH to 0 MPH in an instant, absolutely cannot come flying out of his seat, into the aisle?
First, many school officials who make budget decisions are elected.
And, again, it is money over safety. Since putting seatbelts in buses does not make the government money, it has not been done. But, if the government could make money off of it (like by writing tickets), it would already be done. (The confounding factor is public outcry after every fatality accident - the government has been known to bow to public pressure, especially in election years.)

The fact that you can't wrap your head around the difference between a huge bus and a sedan makes you an obtuse ass. The relative danger is not the same. Tens of thousands of people (including children) die every year because of automobile crashes, very few school bus accidents lead to deaths, even accounting for how many fewer passengers are on school buses than regular cars.
You even stooped to lying about 0-20 mph stops 'sending kids flying.'
