Not sure on 19, but 23 is talking about texting while driving. You tend to want red lights when you really really want to respond to a text and you dont want to do it while actively moving

Any idea about the red light text?

You have to stop at a red light, which is something you don't normally want to do when actually driving to a destination with the goal of reaching it. Texting and driving are illegal. People often text when stopped at red lights rather than pull over. When the light turns green, you must go, even if you did not finish reading/writing/sending your text message. At this point, most people go and resolve to finish their texting activity at the next stop. They find themselves hoping to be caught at a red light so that they can stop and finish. I used about twenty times more words than I should have to explain that. Hamburgers.

Ah that makes sense, I was confused because I assumed it had something to do with blackberrys having a read light on them, and also because it's illegal to text while stopped at a red light in the UK, so I didn't even consider that.

Someone on your ISP's proxy server viewed the image through an unauthorized referrer before you viewed it from an authorized one. Your ISP cached the wrong image.

It illegal here too but not many police would enforce it, knowing that they aren't going to run into someone when stopped and that is the whole point of the law.
