I think that the point is that cats don't celebrate Passover so the implication here is that it is declared kosher by the rabbinical council for human consumption.

There are no jew cats, just like there was no meow-schwitz camp.

I get the implied joke, but the joke is borne of ignorance. The cat food is not certified Kosher for human consumption (The label does not say that). It is "Kosher for Passover", i.e. to have in your house if you strictly follow the rules.
