I never understood this.

This one is actually pretty simple:

The government does not have to pay a dime to force car makers to put seatbelts in cars or to force people to use them. In addition, by passing seatbelt laws, the government can make money off tickets while looking like it is caring about public safety. Win/win/win for the government.

On the other hand, the government has to pay, either directly in their fleets of buses or indirectly for the leased buses, for seatbelts to be installed on buses AND to monitor their use. In addition, the government cannot make any money off the failure to enforce bus seatbelt use on buses and, in fact can get sued if their use is not properly monitored or if someone gets hurt while using a seatbelt. Lose/lose/lose for the government.

I'm as cynical about the government as anyone, but come on. There's much more to it than that.
