yes, it is honey. Pasteurized or not, honey is not to be given to infants. Their immune system can't fight it off.Oh, and it also has clostridium botulinum which can't be removed by any means (and also honey...or is that only honey? I know for sure that it's honey). Anyway, it's why you can't feed these things to infants and babies. It will kill them pretty quickly.
