In Vietnam he was 19.

He was 20 at the last Battle of Iwo Jima.
The 4th Marine division was deactivated before he reached 21.
The age of conscription was set at 21~45 in the Selective Training and Service Act of 1940.
This was changed in the Selective Services Act of 1948 to the ages of 18~26.
That would account for much of that age difference.
