In the first 3 movies, the park wasn't opened.

In "Jurassic World," I don't think the story implies that the park wasn't ready, but says it was a doomed and misguided idea from the start. Even that message was undermined when they implied everything was working fine until the engineers inexplicably started creating enhanced dinosaurs like "Indominus Rex" (spelling?).

Jurassic World was silly + dumb.
