In all honesty, he is half of a dutch comedian duo called van Kooten en de Bie. The actor is Wim de Bie. They were very popular on dutch television during the seventies and eighties.
One of their talents was portraying the edges of society. Like the character Dirk in this scene or for example a stiff and always correct politican that in reality is as rotten and corrupt as they can come.
