It occurs to me that someone with actual bipolar disorder, or a panic disorder or anxiety disorder, would probably not actually want to wear makeup called "manic panic" anything.

It'd be like wearing a "Downspergers" brand hat or a shirt that said "dickoplegic" or something.

Pretty sure it's just some goth/emo makeup product for goth/emo kids. The name suits them and the kid who wrote that sounds like they have a lot in common. They think being mad and sad and macabre and punk all at the same time and flaunting it in public is cool.
