How the fuck did the first guy NOT see the guy much earlier. Yeah the old guy probably deserved to be hit but there's no excuse for not paying attention. The second guy was lucky not to hit him as he didn't see him until the last second.

Nevermind the third guy, driving the vehicle with the DVR cam.

I think the people in the road may have jumped into the road to avoid an out-of-control vehicle going off-road. We see one vehicle is turning around off road and another is pulling back out into the road just before we see the people in the road. From there, it seems that the people were trying to avoid traffic that was distracted by the same out-of-control cars (seeing a bunch of cars suddenly kicking up dust and facing the wrong way can be a big distraction). One vehicle swerved left when he noticed the people and the other two swerved right, leaving them kinda stuck where they were and only able to dodge at the last second. It's very possible that they were the cause of the other two vehicles losing control and going off-road as well, but we don't see that.

Edit: I'm going to say that the group was going to cross the road together but one member acted indecisively and stayed at the roadside. This caused the others to hesitate too long before committing to cross when they shouldn't. The person left standing off to the side distracted a vehicle from the others long enough that it had to swerve and lost control when the driver noticed the other people in the road. The other vehicle pulling out into the road ahead may have dropped them off or may have momentarily pulled over when seeing people darting out into the road. It may have added to the distraction because the driver was now watching a man on the side of the road and a vehicle pulling out up ahead, making him panic and go off-road when he finally noticed the people in the road. He swerved right and ended up perpendicular while they jumped left in front of even more traffic another lane over. Because those cars can and did swerve either direction to avoid them, they froze.

They are still idiots, but I can totally see why the lead driver would be distracted by the roadside shenanigans and initially miss the pedestrians[idiots] darting all over.
