I understood that sentence. I've gotten blackout drunk at my keyboard too.
 

I was at a mall a couple weeks ago. Stepped on an escalator heading down and immediately realized I had to go back up (I parked in a different place than usual). The return escalator was turned-off and blocked with a barricade. I had to walk almost the entire length of the mall to get to some STAIRS so I could get back up to the level I came from. If I was going to climb stairs anyway, why not allow me to walk up the disabled escalator? *Grumble
 
From the looks of it, it malfunctions and the hand rail becomes stationary while the steps keep moving.

Look at the kid hanging on. The hand rail should be pulling him upward, but it's not.

That's what I think too. The old guy doesn't have any trouble until the moment he holds on to the rail, than he loses his balance.
