Jeep Horn Not working (Year 1996)

I have a 1996 Jeep Grand Cherokee Limited with 194,xxx Miles
and the horn is not working. All fuses are good and the key-less entry works and so does the panic feature (The lights still flash and the door un/locks but the horn does)
I am thinking the lies in the horn or related wiring but I need ideas

Can you access the horn and try a new one? Horn should be fairly cheap. You could also test the circuit if you have a diagnostic light or voltmeter.

edit:horns are between 22 and 35 on rockauto.
 
You didn't finish your thought. Does the horn sound when you use the key fob remote to lock the doors? If it does, I'll guess you have a faulty clock spring.

The horn does not sound when I lock the doors with the keyfob or when I press the horn thing on the steering wheel
 
If all the fuses are good, check the wiring at the horn. You could also try feeding it 12v directly to see if it goes off.
