But the attitude I see here is "this guy is evil, he should suffer." That basic hate-toward-the-disordered sentiment is why these people are put in jail instead of a treatment facility or other wise treated like someone with a mental disorder.

If it was 16-year-old jail bait it would not be disordered, though still illegal for good reasons. There's a huge difference between that and this kind of mental disorder based thinking:
