Yeah, because 3% is a ginormous number of defective xboxes. I'm sure there are plenty of legit reasons other than "I gotta have one, and I don't care where it comes from" that result in people living in America buying a Japanese console. Some folks travel back and forth between the two countries. No, you don't. But you will need to buy an A/V cable, as most US TV's don't have the digital connection that is popular on high def. TVs in japan
