Japan has warned it would attack North Korea if it had evidence Pyongyang was preparing to launch ballistic missiles, Defense Minister Shigeru Ishiba has said.

i thought they arent allowed to attack? I thought they could only engage in action only for defensive measures.

I read that article just before seeing this thread and was like "uh so?". Clearly any nation that feels it's about to be attacked is going to try and pre-emptively strike. This isn't news. CNN loves to dig!
