Couple things.

a) could try talking to him. Get to know him enough to show that your intentions aren't to annoy and that you're actually trying to be considerate of your neighbors. The more he can match a person with a face/name/voice/whatever, the better. Along those lines, let him know that you don't appreciate involving the police in such trivial cases. It's a waste of their time and it's a waste of your time. At least get on the same page as far as what his expectations are. Contrast those with your own as well as with the manager's.

b) consider headphones for movies, x-box, etc. You can get some damn good boxes that will split the signal and give each their own volume control. This is a tad overboard, but really, bass is a KILLER in apartments. It takes very little volume and the neighbor(s) can literally feel the bass. At least consider dropping the bass a bit until you get into either a house or a place with sound dampening. (This is even assuming there's -any- bass 🙂 )

c) Don't go the "more annoying" route. Unless you're a genius, it's just not a winnable situation, so it's pretty much futile to attempt.
 
Man, I've been there and it sucks. I had a guy, mid-40s, living with his wife below me when I lived in an apartment. I had never had a problem with any neighbor until they moved in. The guy was strange; unemployed and stayed home all day while his wife worked, and he used to go out in the parking lot staring up at the girls' windows trying to catch a glimpse of them undressing. He would call the police on us at any time, even called once at about 1pm on a Saturday afternoon. When the police arrived I explained that the stereo was at the same level it had been since before he called, and they went down and gave him a hard time about wasting their time. He still called on us a couple of times after that.

To those saying to talk to him: go ahead and try, but he's already shown himself to be unreasonable, so it won't help. At least it didn't with my loser neighbor. Fortunately I only had to put up with him a few months before I was moving out anyway.

I stopped reading right there. You are clearly at fault and he had a reason to complain. :brokenheart:

If he lives above you, install a large hugger-style ceiling fan in your main room and run it on full all night. Louder the better. Make sure it's screwed TIGHTLY into the ceiling supports so that it shakes the whole foundation of his floor.
 
You could do what my neighbors do and get a motorcycle which you keep in your living room in lieu of furniture and rev the ever living sh!t out of it at all hours of the day and night while you are working on it. I mean you might die, but that hasn't stopped them! The one plus side is they NEVER complain about noise. I have dual 12 inch 200watt powered subs that literally knock pictures off the wall that I play whenever I feel like it, and I haven't had one complaint haha
