Ivy i5-3450 to i7-6700k?

I am playing CPU bound games, MMOs, mainly Skyforge. I play at 1440p, I have dual 970s (many MMOs have no SLI support).

I got my 3450 to 3.8Ghz, maybe I can squeeze more out of it, but at this point performance is not where I hope it would be. I get minimum frame rates in the low 40s in Skyforge, and feel like it could be better. I also had issues with Black Desert Online with frame rates taking big dips during combat (although this was at stock speeds).

Should I expect a significant jump with Skylake? I plan on getting a cooler and will probably OC it as well.

You might even consider 3570k, depending on price. I dont think hyperthreading will make much difference in those games you are playing, but will in some games and productivity apps. You probably can get about an additional 20% overclock with either K model, and maybe another 15 to 20 percent on top of that with skylake. Your call as to whetherit is worth it.

^ This. Skylake is, on average, about 15% faster per clock than Ivy Bridge.

4.4GHz from an unlocked Ivy Bridge CPU is reasonable, which would get you up 15%, and then Skylake would be in the range of 15% more than that.
 
A 3770k runs me about $740 in Canada, an i7-6700k+mobo wouldn't be much more than that so I don't think it's a good option.

However I can get a 3570K for $300 CAD which is reasonable. However if your saying that this would only give me 15% more than what I have now, wouldn't an OC'ed Skylake give me the biggest jump of 30%-40% from my current 3450?

Yep. For your specific purposes, a 6600K would be pretty much the equal of a 6700K, but I'd probably go with the i7 anyway.
