For B) I would go with CCNA. It's not an easy certification to get though, but that's why it's in demand. BTW, the company I used to work for had 4 Network admins who took this test on the companies dime every year and failed it misserably every year. If they can get jobs without it
Seriously though thats about the only certification that I have really seen people looking for. (well A+ certification if you want to be a helpdesk slave)
If your guys can't pass the CCNA then they need to be fired. There is a reason that the high schools and community colleges all have CCNA classes - it's a fairly easy, entry-level cert. It's basically worthless by itself. If you are going to lean heavily on your certs you at least need some sort of a more advanced cert like MCSE or CCNP.
They all passed the MCSE easily.... I have always heard that the CCNA is a pain.

Getting OUT of computers can be more tricky as the case usually unscrews from the outside.
