I've got a loud noise coming from somewhere, suspect PS

I built my computer several years ago, at least 4-5. The only thing I've replaced is the GPU, everything else is original. The only things I have that could be making noise are a front and rear fan, the CPU fan, and the PS or PS fan. I tried to use compressed air and see if maybe it was a dust issue, but that didn't help. I have an OCZ 700w modular PS.

FYI the noise sounds like a "wahhwahhhwahhwahh" and is constant. It sounds a lot like what your outside A/C unit would sound like when it fires up. I just noticed it a couple of days ago and actually thought it was the A/C unit outside my computer room, whoops. HWMonitor doesn't show anything is in trouble, but I suppose this could be a dying PSU. Thanks for any help. I'm gonna shut her down until I figure out the problem.

Use plastic or wood (maybe like a barbacue skewer stick - softer the better) and sequentually go thru stopping each fan blade for a few seconds to determine which one (if any) is making the sound. There might be something interferring with the blade rotation or maybe you will need to replace the fan.
 
Bearings in light duty fans smaller than 80mm have bad track record in my experience. Video card, external enclosure, chip set fans. I've had many of those develop noise within months of use.
 
Use a paper towel tube as a "stethoscope" to pinpoint the racket exactly. Hold it up to each component until you find the source. If it is your power supply, as someone said you fan is probably failing.
 
I had an Antec 500W "budget" line PSU (with sleeve-bearing fans), and the fan bearing started to go, in less than a year of ownership.

(I'm not a fan of sleeve-bearing fans.)
