When I go to make my account on itunes, using paypal to fund it.. this happens

I fill out the first info, no prob
theres a link to verify my paypal account under the CC pictures, which i click on
I login to paypal and accept the EULA, and then theres a link to return to merchant
when I clikc this, it goes to a blank page, and when i go to itunes to try and continue, is says my paypal cannot be verified..

this happens in both IE and Firefox... what am I doing wrong?
