actually you can, I'm not sure if there's universal mac address spoofer but some routers have that as a built-in function. Not sure about NIC cards, it could depend on the firmware/drivers of the card.

Also keep in mind that manufacturers are alloted blocks of MAC addresses and sometimes these overlap or are remade. For instance I've read reports of NIC's made/sold in one region being moved to another and occasionally having issues.

Changing a NIC's MAC addy is simply dependent on the card. However there are several ways (often builtin to Linux and several other Nix variants, OSX prolly too) to spoof a MAC. Think of the routers emulate MAC address feature, then think of a piece of software doing the same thing on your PC.

Hahaha. I came back to find the answer to the question and realized I used the wrong word. Yes, I did mean subnet mask. I need to change it to 255.255.0.0 so that 192.168.0 and 192.168.1 will be on the same network. As for the original question, does sharing only work on the same network?
