Hey jumpers I have a couple of machines hooked up here at the house and networked through a netgear kit with four port hub hooked to cable modem. Now if i add a few machines downstairs would i not be better getting a router to replace that hub and drop the second IP I am paying @home for?

Yes, that is what I would do. In fact, that is what I am going to do. I have one IP from @home right now. I am building two more computers for home. One for a klinux cracking box and a new one for me. I am planning on going with a router.
Hawking Technologies with 4 port switch
D-Link Router with 4 port Switch
Linksys Router with 4 Port Switch
