I need to get one shot (one frame?) out of a video clip and make it a .jpg or something. What do I need? Do I have to get some special software or does XP have something that will do it?

You can try Movie Maker. Import the video and zoom in as much as you can. Then take a screenshot. This is what I could think of off the top of my head that doesn't require any additional software.
 
Must be beyond me. 😉 Any other suggestions? It's a clip that my niece has of last years family reunion. She wants to take one frame out of it and make it a .gif (or .jpg) and put it on this years invitation.
