Indeed, forget the bios and use the multimeter if you're serious..

Is 2400+ -> 3200+ really worth the money? Good luck!

I am serious about my rails. Which is why I have a PC Power&Cooling 510 AT Deluxe. It has adjustable rails, and the best rails in the buis.

1) monitoring rails in the BIOS is not necessarily an accurate method of judging power supplies. Case in point: I have a fleet of Asus A7N266-VM/AA's that are convinced that my TruePower330's are doing 11.4V on the 12V rail. A reality check with a digital multimeter confirms that the motherboard is simply wrong. You want real voltage readings, use a good multimeter, not BIOS or software estimates.

2) 11.73V, if it does happen to be correct, is well within advertised specs and more than twice as good as official ratified ATX 2.2 spec calls for. Put down the microscope. ;)

Oh, and aphex... if your Lian-Li has the stock square stamped-aluminum grilles on the inboard sides of the fans, remove them, they're very restrictive. 42C case temperature isn't helping you there. Also, check the Thermalright-specific tips I posted here and ensure that your heatsink's slid alllllllllllllll the way away from the raised solid-plastic end of the CPU socket. The second photo shows how, even with that done, there is only a miniscule amount of clearance between the base and the RSPECPUS. I realize your heatsink's base is finned, not solid like the SK-7 there, but the same principle applies.

Do as mechBgon suggested and cut out the stock fan grills. You can get less restrictive wire grills to replace them. Also try to tie up all the wiring out of the way, to improve airflow. My case is very similar except is has 6 case fans. I removed all stock grills and tidied it up and case temps range 24-28C @ 75F room temp. Actually, I usually get better temps case closed as opposed to taking the door off. (side suck-hole)

Both the fans you mentioned are pretty good. The Panaflos are a little quieter. When using the YS-Tech...I never set it below max. Don't really want to open up the case to change it. I have been using mostly Panaflo U1A's on heatsinks. They spec @ around 48CFM or so and are pretty quiet.

Did you forget the thermal grease? Or did you just slab a whole bunch on there? No thermal grease will give you those temps, while waaaayy too much thermal grease will do that too. Take off the heatsink and give us a picture of the CPU in the socket after you've removed the heatsink.
