Speed limit laws might have helped here too. Though I'm all for raising the age of unrestricted driver's licenses too.

Some cars you can restrict the top speed on for new drivers.

Since so many drivers abuse it I would have no problem not allowing anyone in a car to text while the car is in motion. If it's really important you can ask the driver to pull over so you can send a text/email/whatever.

Calls should be made via handfree Bluetooth devices. I can make a call without taking my hands off the steering wheel using voice commands. If you have to touch your phone at all, it can wait.

I'm sure it's doable.

The car knows where the key fob is.

Phones know if you are looking at them or not.

Some cars even know if you are getting drowsy.

Some cars know if a human is inside them.

How do you not wear a seatbelt? Newer cars won't shut up unless you do. And if you're the kind of person who disables that or sits on the belt while its buckled to get rid of the noise, you deserve to die in a crash.

My 2008 Nitro would turn off after 3 minutes of not coming to a stop, my 2013 Fusion Ti, turns it off after 5 minutes on no matter what.
