That looks like a variable message sign, so it's not going to be failed LEDs doing that. Probably a failed temp sensor, and, for whatever reason, the software is running on an absolute scale - or else the programmer put in a little easter egg in the event of some specific kind of malfunction. 😀

Of course it isn't accurate - the melting point of the glass is just -458F. The fluorescent lightbulbs inside would have melted at such a low temperature & ceased working.
