i dont think i get this joke, can anyone clarify?

the line is

"It puts the lotion on it's skin or else it gets the hose again"

what does this mean?

OH...it's parodying Silence of the Lambs. Where the girl is down in the well and the guy tells the girl ("it") to put something on or she'll get hosed down with cold-assed water.

Good movie.

Yep, the serial killer wanted her to not eat so her skin was a little loose, and then keep her skin in good condition so he could fashion his woman suit out of it after he skinned her.
