What would be an oppropriate job title for someone who does:

1. web administration (build & maintain web servers and support the user accounts, including security)
2. Research & test solutions for present & possible future business requirements (e.g., content management system, voting software, blogging, etc)
3. Email campaigns
4. Manage projects
5. Create surveys
6. A bit of debugging/coding
7. Desktop support (PC, Mac, Linux, Unix)

Sounds like a typical IT Grunt job to me. You gotta try to make it sound more sexy than that, though... maybe "IT Specialist" or "Support Analyst".

Who does this person report to, and how big is the IT department? If it's a "department" of one, perhaps you can get away with a title like "IT Support Lead".
 
It would depend on the company and the other titles of their fellow employees. For a large company I would say duty #2 makes them an "IT Analyst". In a large company Help desk and Desktop support roles never do any research, instead they use the recommendations and research of the Analyst. However in a small company help desk people have to do it all so in a small company it could be an "IT Support" title.
 
BUT what % of your time is spend doing what bits?

IT Analyst mate, roll with that and you can elaborate on what you do.

Titles mean little in this field.

You could be a web admin, quality assurance manager, project manager, programmer or help desk jock with that list of duties.

What do you spend the most amount of your time doing?

That's a weird combination. #1 is a Systems Administrator type job, whereas #3 is a e-marketing type position. Better stick with a generic title like "IT Administrator" or "Technology Specialist".
