Well, I decided to open my case up for a bit of cleaning and to re-apply Arctic Silver to my video card and my processor... so I put it back together, my 2.8GHz isn't showing up as 2.8GHz anymore... at the POST screen it shows up as a 2.33GHz processor operating at 1.8GHz. Here is a System Information screenshot:

System Properties

Any insight to this matter is greatly appreciated...

Either you've changed your fsb speed, or you've accidentally found a way to unlock the multplier on a P4...

One of those htings may make you a hero:p

Well, I think I just realized what I did wrong...

I wanted to apply Arctic Silver to my northbridge chipset. So, I was trying to get the heatsink off (trying to squeeze these little plastic plugs with needle nose pliers), and in the process of doing that, I scraped across a little tiny wire that is built into the motherboard, so I probably jacked up my whole thing, maybe even ruined my processor. This is great, now I get to buy a new mATX motherboard!!!
