Issue with dual monitor boot up

I recently built up a new PC for a buddy and there seems to be an issue with booting with dual monitors plugged in.

Hardware:
Gigabyte GA-H97M-D3H
i5-4460

We're using the IGP in this case.

When we boot up the PC with both the HDMI and VGA plugged in, all we get is the bios splash screen "American MegaTrend" or whatever -- no post of CPU/mem/peripherals etc. It just hangs there indefinitely.

If I unplug the HDMI and boot, then it gets to Windows login just fine. At which point I can plug in the HDMI and it automatically switches to dual monitors perfectly normal and we can log in and go along our way.

I can't find any dual monitor specific settings in the bios or anything along those lines. I'm sort of stumped here.

That integrated intel GPU supports up to 3 displays running simultaneously.
There's probably an incompatibility issue with your digital display and the digital mobo output of some kind?
I would guess that you've encountered a BIOS bug.
