I am going to assume you just did a quick google and took the first number you saw which is 500m and labeled as the program cost. If you actually scroll a bit further you’ll see the per weapon cost is around 3.5m which makes sense for what is in effect a very very large iron bomb with a guidance package and low production rates.

We have intelligence that matches everyone else's assessment.
They haven't had a weapons program in 22 years.

Like dozens of other countries, they had research reactors, centrifuges and nuclear science programs.

Like other countries with centrifuges and research reactors, they had varied enrichment levels.
