I vote Russia with international backing (so they will do it and can do it well), in the past they have been on the side of Arabs and they have been playing nice with Israel lately as shown by their plan to buy UAV's from Israel (as is Canada on a totally unrelated note). When it comes to Iran, it is more business to them then trying to tweak the USA's nose (also makes me wonder why the USA won't put the missile shield in Israel, Iran won't even have a reason anymore to build nukes).

How effective has this model been, taking Hizbullah as an example? They kept arming themselves under supervision.
The last thing Hamas wants is separation and relaxation. They want to fight over Israel, and having Russia's finest in the middle won't get them any closer to that.

First, gaza is not Iraq. It will be different then the occupation of Iraq because they do not need to try and keep them from killing each other -edit- IN gaza -edit. There is also the PA over in the west bank that is ready to step in and provide a functional government with security for the people and such. The only thing close to the Iraq occupation that Russia would need to do is searches for weapon caches, tunnels and rockets, they could even have PA police in tow to arrest suspects provided they don't let them go when the Russians aren't looking.
I'm not even going to bother explaining Chechnya vs gaza, apples and oranges.
I can't back up any claims that the terrorists will not try to suicide bomb the Russians, just that there is no grudge and probably some good will towards them. Sure there are a lot of other nations they would be better based just on that, but I can't think of any that will be effective at what they are there to do.
During past occupations by Israel they learned how to conduct these searches without taking massive losses, Russia would first need to learn all they can from Israel.
As for Hezbollah, that is UN peace keepers standing around with their thumb up their a$$. Gaza is also much easier to control, the only borders is Israel, Egypt and the sea. Egypt is working with Israel believe it or not, Russia could take over the sea rout but that is more minor, and I laugh at anyone thinking there are arms flowing from Israel into gaza. If the Egypt border can be policed properly, the rockets and various arms will dry up.
