ISP Upgrade Enquiry

I'm currently using a 4mbps ISP that uses cooper telephone line provided by my local area. I want to upgrade to 8mbps because I can't play online games smoothly with pings around 190-210ms when others watching HD IPTV channels. Normally my pings are around 100-120ms. I would like to upgrade to ISP that uses fiber optics but it seems my area doesn't have the coverage. Does upgrading to 8mbps help me solve the problem?
 
By using 4mbps ISP that uses cooper telephone line, when I'm watching Twitch and Youtube streams, they show buffering icon at the center of the streams for a while especially when others switching and then buffering HD IPTV channels. Does buffering HD IPTV channels consume up to 400+/-KB/s bandwidth? What if I upgrade to 8mbps? Let's say HD IPTV channels require 4mbps speed to have it loaded. Does buffering them consume up to 800+/-KB/s bandwidth and affect Twitch and Youtube streams for a while?
