I am need a small amount of space to test some ruby apps. Does anyone know who is currently offering this? All the offers I have found have expired.

Good luck. Did you check the wiki?
The framework is so new there is a real dearth of hosts, even more so free hosts.

Why arn't you using your dev machine as a dev server?

It's not all that new... it just never caught on.
It 'never' caught on because Ruby is a full out programming language, unlike PHP. The Rails framework is great, the entire problem is a lack of developers for it.

Despite it's complexity, Ruby has been catching on quickly in the past few months. People who started learning it when Rails was born are just around now starting to drive the movement. It's an exponential thing, it won't be long now.

On that note, I have a dreamhost account which I use to host various client domains, while at the same time use it as a test server, given it's rails support. Very convenient.

I'd imagine you should be able to install Ruby + Rails on the server if it doesn't support it by default. It's also a nice touch if you want to keep up to date, which the server doesn't always do for compatbility concerns.
