Isn't it illegal to sell a computer without the CD for Windows?

My bro just got his PeoplePC and I was looking through all the stuff he got and there was no Windows XP cd anywhere. There were only 2 discs that came with the system and neither one was a Windows CD or a System Restore disc. This sort of threw me for a loop because I thought that you HAD to include the Windows CD whenever you sold a system (that had Windows pre-installed). Have things changed or have I been mistaken all these years?

Not necessarily. Check to see if there is a restore partition on the hard drive. They must provide at least that if they don't include a CD.

It should have come with a certificate of authenticity - something on paper or a sticker on the PC case that has his product key code. Some vendors do not supply a CD unless you pay extra for it. If they sold it with windows and without a certificate of authenticity, the vendor is breaking the law.

HP places the restore files, including the Windows .cab files. on a HDD partition. Sucks if your HDD crashes.

If it has a restore CD or restore partition on HDD containing Operating System and a Certificate of Authenticy on paper or on the case as a sticker, it's legit.

This is why I don't buy pre-built computers. You'll have to format the HDD completely and install all their default junk softwares everytime you reinstall windows.

I didn't do a thorough check on the hard drive, but I didn't see and restore partition anywhere. Now there may be some sort of image file somewhere but I'm not sure. I checked through all his manuals and it said if you had problems that you should try the System Restore feature built into Windows XP, and if that didn't work then you could call up HP and they would send you a recovery disc. He does have a Certificate of Authenticity but it just seems strange that he didn't get any cd's (restore or oem windows xp).

It seems kinda stupid to do it this way 'cause if your hard drive blows up (or if windows takes a flying leap) you're up the creek without a paddle. You've got to wait until HP ships you out your recovery CD. It can't cost that much money for them to include a measely cd can it?

i hate restore CDs. dell at least used to send out actual windows CDs, so at least a power user had the option of formating and installing fresh, uncluttered windows. or at least as uncluttered as windows got. but now they ship restore CDs, which i believe was MS's fault. the dimension line is getting more presario-ish every day.

I was wondering, if a sytem was delivered with an unactivated install of Win XP loaded on it that would stop working a month from the date of installation would that be considered Piracy? Obviously unless the new owner of the system goes out and purchases a License he won't have the OS to use for long . Actually I wasn't wondering as I know it is, I just think that this might be one of those grey area's.
