Is win7 throttling my gigabit to 100mbps?

Well, apparently its not the switch. After 3-4 days of 1.0Gbps, now its dropped down again to good ol 100 Mbps. The new cables are on the way from Monoprice, so we will see. Just odd, how it can be going fine for a couple of days and then it drops. You would think if it was a cable issue or other hardware issue, there would be a more immediate reaction.
