I think you have your vocabulary mixed up! My sis went to UC and she had to pay tuition as a California resident. Again, the difference is that tuition varies if you're a resident vs a non-resident. Residents have regular tuition. Non-residents have astronomical tuition. Again, there was a bill attempted to help non-residents in paying the same fees as residents.
