is this windows reactivation trick legal?

i got this from PC format magazine
states

'readers tip-if you want to reinstall windows XP without reactivating it as well, just copy "c:\windows\system32\wpa.dbl" and copy it back after the reinstall'

that even legal?
is it a generic file or it it different in each computer, because if not, for example, a person could install XP to loads of other systems and copy that file into all, right?
 
That file would probably be the file with the hardware components and the generated hashes used for activation, meaning it would only work on PCs with the exact same setup.

And if you reinstall your OS enough that you need to do this, you've got other issues you need to take care of.
 
you can copy it as long as the machine U copy it to has the same amount of RAM..... unless they've changed things since the last time I did it with some windowsupdate crap.
