Short answer: no.

Long answer: the technology to do GSM over IP is still in early testing. One day it may be rolled out, but your iPhone will be garbage before that day comes. I'm also not aware of any VoIP applications current available for the iPhone.

Nope. TMO only. What makes you think the giant AT&T would allow you to do something like that? You would be taking food out of their children's mouths, not to mention they wouldn't be able to company wide coordinate enough to pull it off.
